It's actually more than that, Smartshader is the name ATi uses to refer to the DirectX API architecture used in there. While nFinite FX for nVidia was their DX8 architecture for geForce 3 and 4 and Smartshader (correct me if I'm wrong) 1.0 was ATi's DX8 for R200s, Smartshader 2.0 (and 2.1 now) is now DX9 for ATi and CineFX is DX9 for nVidia.
I wouldn't know why they would use the entire architecture technology name to talk about Pixel Shading effects that apply post-rendering.
