SO 10 MONTHS AGO I BOUGHT SOME RAM BUT NOW I REALISED THAT IT WAS CL19 .. SO IS THERE ANY NOTICABLE DIFFERENCE IN NORMAL PC SPEED FROM A CL16 RAM

Every PC stutters sometimes. Mostly whenever Windows decides to do its things at the wrong time. Anyway, lower latency of course means RAM is slower. However in most types of uses the difference is so small that is does not matter.
