TLDR: broadcastDVR is wrestling my pc, i can't disable it because the xbox app is glitched, i can't re-install the app because the windows store is glitched.

ok so here we go
a couple of weeks ago i decided it would be a great idea to try and record some gameplay with the xbox app on windows 10. i started fidgeting with it and ended up doing a few bad things that pretty much made my bright-neon gaming pc slower than my grandma's:

1. i set it so it would always record in the background
2. i accidentally made chrome look like a game

basically what that means is that the stupid game recorder always works and is hogging my ram. if i start up a game, that effect doubles (since it works both on chrome and the game itself) and my pc begins what looks like coughing blood.
not too bad though, right? all i have to do is go back to the settings and disable it.
wrong.
whenever i click on settings the bloody xbox app crashes. great
so i went to the internet and someone said it's good to re-install the app. so i managed to finally uninstall it (not as easy as it looks) and now all i have to do is re-download it from the windows store, right? wrong.
the windows store's glitched, won't start the download process.
so here's the deal:

i'm completely stuck. i can't disable the BroadcastDVR until i fix the xbox app, i can't install the xbox app untill i fix the stroe downloads. in the meantime i get occasional bluescreens from running out of memory.

i'm so fucking sick of this crap. i've checked online and these problems exist ever since windows 10 rolled out, and it's been over 2 years. if you hog your costumer's computers with a bunch of apps that they can't uninstall at least make them usable.

thanks for all the help...

Solution
SO HERE'S THE SOLUTION!!!!!!!!!!
step one - fixing the windows store app

press SHIFT+restart to go into safe mode reboot. then, in safe mode, go to c:/windows/SoftwareDistribution and change the folder's name to c:/windows/SoftwareDistribution.old. press enter so your change applies and restart back to normal mode. that should reset the store and it should start downloading now.

step two - xbox settings

ok i still haven't found a way to actually stop the app from crashing, BUT: since chrome was set as a game, i could (once the xbox app was installed finally) access the windows game bar - press WinKey+G. that opens up the game bar. press the settings there and untick "record in the background" and voila, no more broadcast DVR
