Question SOLVED: WIN10 Explorer.exe HIGH CPU and repopulates ICONS everywhere

When File Manager (explorer.exe) is started Icons on the Desktop and in the File Manager (File listing panel) constantly repopulate and the Task Manager shows CPU usage for "Windows Explorer" averaging around 60%. After closing File Manager it takes about a minute before the desktop icons stop repopulating.

By Repopulate I mean, the ICONs go to blank white images and then get replaced by the correct Icon.

I've already Rebuilt the IconCache_x.db files with no luck. https://www.thewindowsclub.com/rebuild-icon-clear-thumbnail-cache-windows-10

After running SFC and DISM the issues stopped. Appears there was a corrupt system file.
