Question Some Fans running at high RPM some running at low

Just as title says some of my fans are running at 4000Rpm while others are at 800Rpm, when I put my fans on a silent preset the ones at 800rpm just go to 0rpm while the ones upwards of 2000rpm do not change. I tried going into the Bios and manually controlling them didn't work, I swapped connectors but the fan stays running high while the other stays low. What can I do?
My current specs are:

CPU - Ryzen 7 5800x
Motherboard - Asus ROG x570-f
GPU - Asus ROG 2080 Super 8GB
PSU - Corsair RM1000x 1000w 80 Plus Gold
Memory - Trident Z Rgb 3200mhz
CPU Cooler - Corsair H100i Platinum SE
Storage - 1tb Samsung 860 m.2, 2tb Samsung 970 Evo Plus, 2tb seagate hard drive

I detect a few signs of confusion here. There are VERY few fans that run at 4000 rpm. A few CPU cooler fans do, and many PUMPS in a liquid cooler system do. So that may be the items that show such speeds. Almost all case ventilation fans and AIO system rad fans operate up to 2000 to 2400 RPM max, and usually slower.

Your mobo has several fan headers for specific uses and NOT all are for use with case ventilation fans. In fact, only TWO are for those fans - the ones labelled CHA_FAN1 and 2. CHA_FAN1 is near the back edge about mid-height on the mobo. CHA_FAN2 is one of a group of three at the bottom edge to the front of centre. In that group, it is the rear-most of the three; the other two in that group are a W_PUMP+ header that will always run its "fan" full speed, and a M.2_FAN header for a different purpose controlled by a dedicated sensor for the M.2 storage device. For your case fans use ONLY the two CHA_FAN headers.

For each of those CHA_FANn headers, I recommend you set them (Manual Sec. 3.2.3, p 3-7) to use Standard Profile (bottom selection) and PWM Mode (upper right). After setting those options, remember to use Esc back to Main Menu, then F10 to get to the Exit Menu (p.3-21), then choose the Save Changes and Reset option.
