When my PC is idle after 5-10 minutes CPU fan starts spinning faster than normal. As soon as i open task manager, after a few seconds fan speed comes back to normal. When i quickly open task manage and head to the performance tab, all of my components usage are below 4% (as it should on idle). It's not like, CPU was is use and then the usage suddenly dropped down and fan speed came back to normal.

I did a Windows Defender offline scan and no threats were spotted.

What's going on?
 
Could be windows thinks it's a good down time to download updates. As soon as you show your actively using computer the update download backs off.

You can verify this by having task manager open and leave computer alone and watch what is being used when your fans speed up. Just remember leave computer alone and don't move your mouse and just look at task manager. Just open it so it's large and you should be able to see what is working in the back ground.

I tried that and fan speed was normal while task manager was open.

I unplugged the ethernet cable from my pc and that issue got resolved. After 10 mins of re connecting the ethernet cable cpu fan went up again.....

Paused windows update for 35 days and issue is still there

Look for some unexpected or unknown process running in the background per @punkncat.

Could indeed be being launched via Task Manager > Startup or Task Scheduler.

Task Manager is one tool you can use. You can likewise use Resource Monitor and Process Explorer (Microsoft, free) in the same manner as suggested by @stonecarver.

Use all three tools but use only one tool at a time.

Any process etc. that is not expected or recognized can be "googled" to find what what it is and what it may be trying to do. Do not immediately disable or uninstall anything, do not install any apps claiming to fix the problem, and do stay out of the Registry. Registry editing is a last resort only after full backups.

Keep in mind that by delaying Windows updates for 35 days is that Windows will then be "focused" on getting back up to date and may again become slow while updating.

Look in Update history for any failed or problem updates.

And remember "dism" and "sfc /scannow". Either one or both may find and fix some problem(s).

its normal for windows to use idle time to run processes that it doesn't run while you are using PC. Things like defraging drives or running indexing or running backup. It stalls running some things until down time... idle being downtime.

Easiest way to see what it is, is to open task manager and leave it on screen while you let PC idle. If you highlight the CPU column, you should see what it is when it happens.

Recently I did that as I kept hearing the same thing on my PC. Fans spin up but it stops as soon as you move mouse.
Mine was Samsung Magician was running every time. I uninstalled that.
