[SOLVED] Something is preventing the system from idling.

Hello everyone. The idling problem doesn't happen when I run the system on safe mode. I've been searching about this everywhere and couldn't find anything helpful. I've tried powercfg -requests, powercfg -devicequery wake_armed and none of them show something. I've tried checking "Event Viewer" but couldn't find anything helpful there too. I feel like there is an active program that is preventing the computer from idling. I'd really appreciate a help. Thank you. ^^
 
Solution
When you reinstalled Windows, did you do a CLEAN install, deleting ALL of the existing partitions on the primary drive used by the OS and then point the installation to install on the unpartitioned, unformatted space? Or did you just do a refresh, reset or restore?

It would be advisable to do a full clean install, as outlined at the link I'm going to give you down below, but first, download these drivers and put them on a flash drive or something so you have them already before doing the installation so you can install them immediately following the Windows installation.

Open task manager (ctrl+alt+delete) and if it isn't already configured for full details click on the button in the lower left corner that says "more details". Then click on the "Processes" tab. Then click on the CPU column to sort it from most CPU usage to least. Then take a screenshot and post it here.

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

it doesn't delete anything, it just stops non microsoft programs from loading at startup. Easily reversed

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

It didn't work. So is this a device problem?

what are specs of the PC?
MOBO: Asus H87-Plus
RAM: 8GB Corsair Vengeance 1600MHz, 2GB Unknown 1333MHz clocked at 1600MHz

Can you download and run Driverview - http://www.nirsoft.net/utils/driverview.html

All it does is looks at drivers installed; it won't install any (this is intentional as 3rd party driver updaters often get it wrong)

When you run it, go into view tab and set it to hide all Microsoft drivers, will make list shorter.

Now its up to you, you can look through the drivers and try to find old drivers, or you can take a screenshot from (and including)Driver name to (and including)Creation date.

I currently don't need Logitech drivers, I've installed them for another purpose and it didn't work out for me. I'm going to uninstall that.|
I used to have an Nvidia GPU but sold it in order to change motherboard.

i guess i did just ask for all driver listing, its possible they aren't actually all running now.
I can't tell from that if they are active or not.

So the NVIDIA ones might not be running. Same with Logitech if you don't have the device attached.

i've literally tried everything and nothing fixes the problem. Reinstalled Win10, updated/deleted old drivers, deleted unnecessary devices from device manager, tried disabling various devices in device manager, unchecked all "Allow this device to wake the computer" boxes from all devices. Could it be my CMOS? Because the motherboard I'm using right now is about 6-8 years old. And when I go to BIOS, I can't use my mouse properly, it just gets dragged to top right constantly.
 
So, just as an experiment, I'd try uninstalling Discord, then restarting the system, then go back into task manager again and make sure no Discord related processes are still running and if they are, stop or cancel them, and then see if the behavior changes at that point. If not, after making sure that all Discord related processes are either gone or disabled/stopped via task manager or services, then move on to Opera GX browser and do the same thing. Both those programs look like they have way more running processes than they ought to and I know that we've seen a few users with some problems similar to this with Discord before in the past.

That's not to say you shouldn't remove other unused programs and driver packages, as you've discussed already, because often they can be the cause AS can outdated drivers, but I'd still try with removing Discord and Opera GX just to see.

Also, I don't know what that power supply is, because I've never heard of the brand before AND I cannot even find any references to a "Leigo" power supply of ANY kind, but I seriously consider replacing it because the chances are VERY, VERY good that this is a ticking timebomb dumpster fire type of power supply and might even have something to do with the system not wanting to idle if it doesn't support specific power states.

while i can't stop you removing discord as above suggested, I like to mention the fact a clean boot didn't fix it, and it would have removed discord from start up. That doesn't stop something running it after start up, but its one way to test if it happens without removing a program completely.
 
This is true, however, he stated that booting into safe mode DOES fix the problem, and that a clean boot doesn't, and they are very similar in reality.

So maybe, do a clean boot AND THEN while in Windows after doing a clean boot and before opening any other programs, open task manager again and do the same thing you did before so that we can see what processes are actually running?

A clean boot AND a safe mode boot both do more than just load minimal drivers. They also load minimal programs BUT some programs sneak past sometimes when doing a clean boot. I've never seen non-essential programs get past doing a safe mode boot unless it was an infected executable.

Either way, can't hurt to try any or all of these things, although I'm beginning to agree that it might simply be a motherboard problem.

Do we know if Intel Speedstep is enabled in the BIOS? Are the C-states either enabled or set to auto in the BIOS?

What power plan is Windows set to?

I can uninstall Discord but I have lots of things on my Opera GX cache. Is there a way to store the cache before uninstalling?

The sleep power state used to work with this power supply so surely it does support it.

Edit: Tried uninstalling Discord. Didn't work.
Edit 2: Uhh, I have bad news. The sleep thing is not working on safe mode too now.

Intel Speedstep is disabled. C-states were enabled, now set to auto. Still nothing changed. I'll try to see which tasks are running in safe mode and normal mode. As you guys have said.
