Something is way off with my i5-4690K (specs and weird data included)

Hi people. There is something really fishy going on with my Arma 3. No matter what settings I use, the results are way worse than they ought to be (17-30 with a HD7870). Then I used the Intel benchmarking and notice the processor freq. In other games it gets to 4.1, but here? Ain't that strange. I marked the place where I entered the battlefield in a showcase.

er yeah arma 3 is messed up, its like dayz, it doesnt even use 800mb of vram from my gpu and it runs better at 4k upscaled than 1080p, i have a 970 and the i7 4790.
