I have amd fx 8350 and gtx 1060 6gb. Eveytime i look some benchmarks at youtube im like "ok that runs fine i could buy this game". Then i go play at same settings and performance is worse thatn that youtube video. Like at Mirrors edge catalyst it was good and when i played it froze sometimes like for 2 seconds. Battlefield 1 i get fps drops from 90 to 30.

But do you get random drops to a much lower frequency? It would fit the issues you describe and is a known issue. You need to monitor while in game at the time you get these freezes or fps drops.
Don't trust Youtube gameplay videos, especially if there's no overlay showing hardware.

That being said I would still check your hardware (dust out the system) to make sure its not overheating causing thermal throttling and reducing performance. Then I would make sure there's no unnecessary programs running in the background that don't need to be on. Lastly I would do a virus/malware scan to make sure that isn't causing performance issues. Also if you have a good motherboard and CPU cooler paired with that 8350 you may be able to overclock it and get a little bit more performance from that system.

If the performance is still not as good as you'd like then you will need to lower the settings or even the resolution to limit FPS drops/lag.

If you think the CPU is holding back performance on the GTX 1060 then you can test this by following the steps in the link below (overclocking the CPU could help reduce it).

I've cleaned my computer 3 weeks ago from dust and i have ASUS M5A97 R2.0 motherboard and cooler master hyper 212 evo cooler. And all videos what i've watched it shows fps, cpu/gpu usage, temperatures, clock speeds. My temperatures was 55 celsius, (im not sure how to write it) and graphics card was 65 celsius. And not running any unnecessary programs. Virus and malware scan didnt show any viruses. i dont know could non activated windows cause some problems. And my gpu usage almost never goes above 90%
 
When i bought this computer at 2013 i used my friend windows disk, my computer does notice me "active windows" so i need to give that code but i cant because my friend already uses it.
