Question Sound coming from PC and Radeon chill stops working when holding shift

I accidently noticed that if i hold my shift key on keyboard for few seconds,i can hear some kind of rattling sound coming from my pc and this also stops radeon chill capping my fps ingame but actually increase my fps by a lot like 370 from capped 100.What is causing this ? i dont think this happened before

EDIT: While holding it increase gpu power,temps and so on

As a general observation there may be some "hot key" configured via some app or utility. You may or may not have directly installed (or knowingly so) any such software.

Take a look at what all is running on your system via Task Manager and Resource Monitor.

Also look in Task Scheduler for some app or utility being triggered via a game or other application.
