Sound streaming not good

Hello, im streaming music from a vps through a audio cable. But sometimes you can hear weird noises like very short high pitch buzz

Using windows server 2012
Cpu usage max 10% memory around 60-80% both stable.
Using different virtual audio cables doesnt make difference so dont think thats the problem.
Task manager high priority didnt do anything either. Ive searched internet long time but cant find anything.

Use a real audio card. Aloso this is not related to open source software...

I tried pavucontrol and it seems to work. Previously audio was grabbed from the mic.

It seems to work even after reboot.

But audio isn't in sync. Badly delayed.
