Are these speeds normal for this ssd?

Motherboard : GA-78LMT-USB3 R2 (rev. 1.0)

Yeah that's about right considering that your motherboard only has SATA 2 3Gb/s ports. You would need to have SATA 3 6Gb/s ports to get closer to the full rated speed.

I figured so but thought it should be closer to 300MB/s.

Your drive is running in IDE mode btw (not AHCI). That impacts performance too.
