Question SSD seems to get slower over time

I have a Samsung Evo 250gb and I have a 6month old Windows 10 install on it and I think that the ssd is getting slower with time.
The space occupied is 28gb in windows and 23.29 as Over Provisioned out of 232.9 gb available space.
Examples being: chrome,m s office used to open instantly on new ssd, now it takes a little time.
Bootup time increased from 10secs to 20secs with no extra programs in startup.
Can anyone help to solve this?
Specs are:
2400g, ax370 gaming mobo, 16gb ram, gtx 1060 3gb, Samsung ssd, wd blue 1tb hdd, Corsair cx450

Whats idle resource consumption looking like?

Id run a malware scan.

Idle resources are normal no high resource usage drive hovers between 0-2% in idle.
Shouldn't be malware as I have a genuine Kaspersky product and it does its routine check often.
I am thinking of reinstalling windows and rolling back to 1803 update. As this new update is little buggy.
