How do i un-stain water cooling tubes also can i use filtered water from a britya filter i cant afford much right now for keeping the system clean.

the harder the tube, the less is staining. For example glass tubes (mayhem and alphacool make them) are stain free. They also don't get "clouded" over time.
so easiest would be just get a new tube to replace the stained. Try to avoid cheap tubes as the release some staff into liquid that can clog the loop. Primochill are known for quality flex tubes.
If you have flexible tubes, there is almost nothing you can do to clean them.
You might be able to clean the PETG/Acrilic hard tubes but that depends on the type of stain and how deep it went into the tube.
Filtered water is not good. The cheapest (and IMHO) best liquid to use is distilled water - it is very cheap.

Solution
DO NOT USE TAP WATER! Just go buy a jug of distilled water and some primochill liquid utopia. Costs less than $20 total.

As for the clouded tubes, you'll just have to get new ones, but they will do the same thing most likely. Soft tubing has plasticizers which end up breaking down and making the tubing look clouded. Make sure your loop has a balanced pH and you only use distilled water and something to keep the fungus/algae out.
