Starting build help

So, I'm planning to start using a desktop that I can upgrade as needed to keep up with any games that I play, and I wanted to start by looking at prebuilt towers, but I noticed that a 3rd generation version of the exact cpu chip my current laptop has in 7th gen runs at 3.2 GHz, while mine runs in 2.5, why is that? I'm currently using the Lenovo Ideapad 110-17ikb, and looking at the Dell Optiplex 7010.

Desktop versions usually have a more powerful chip than the laptop versions i.e. they are not equal. It is pretty standard for desktop chips to be faster than laptop chips and it is only very recently that laptop chips have been catching up to desktop counterparts or manufacturers are putting the same desktop chips into laptops.

What is your budget for the build? Location? Perhaps there may be a better alternative?
