Startup and shutdown sounds not working

For some reason my Windows Startup and Shutdown sounds have stopped
working. They are set up correctly in Control Panel (and can be
previewed there) but the PC remains steadfastly silent on startup and
shutdown. Most of the other Windows event sounds are working fine - with
the exception of the ActiveSync connect/disconnect sounds, which do not
play either (instead the PC emits a "beep" from the system squeaker).

I've uninstalled and reinstalled ActiveSync, and have tried using other
sounds instead of the default ones, but to no avail.

I've also discovered that other users on the same computer are
unaffected by this problem - the startup and shutdown sounds play
correctly for them!

Any ideas?
