With such a small budget making something fit is tough. This makes a lot of sacrifices to fit the budget. However, sacrificing on the PSU quality is not something I will do. This does have a PSU capable of much more powerful GPUs in the future.

Intel DDR5 alternative, with this one you can drop in a 14700 or something in the future.

The AMD build you can pick up a 5700X3D or 5800X3D when you need a little more oomph.

You don't need an aftermarket cooler since the Ryzen 5 7600 comes with a boxed cooler. I wouldn't go any lower than removing the aftermarket cooler. You might as well look into AM4 when you start going lower than $700 on your budget.

I've shaved ~$40 off but that's beyond my comfort zone with cutting corners;

I'm just curious, have you looked at the used market around you to see if anyone has any decent deals on a full machine? Sometimes you can find something decent, and some even offer a warranty. Also do you live near a microcenter? They offer bundle deals on some parts, and they can have open box sales on parts that have been previously returned.
 
This is about as low as i would tweak your list, you could probably save another 30 if you went with a Ryzen 5 8500G. You would lose some performance vs the Ryzen 5 7600, but the biggest issue is that there isn't a guarantee that your motherboard would ship with a bios that supports that chip. So you would need to update the bios before you could use that cpu. Or you could get a different board that supports bios flashing without a cpu installed, let me give that a go.

Saved an extra 25 by moving to a B650M K which allows bios flashing with no cpu installed, and used the Ryzen 5 8500g. I could probably go lower.

So now we're lower, i just went heavy cheap mode just to see how low i could go and still get a viable AM5 system with a decent-ish gpu. Technically you could go even lower, ditch the gpu, start with just the 8500G, and then slowly upgrade everything else.
