Question Stop microsoft one drive

I asked some months ago how to stop word from automatically defaulting to save in one drive which I did not want and did not set up. I have had this laptop over a year now (windows 10). Now I switch the laptop on and get this...

If you don't need or want One Drive, you can uninstall the app from your platform. Type Control Panel>Enter>Uninstall a Program>Locate Microsoft One Drive in the entry>Right click it, Uninstall.

I have already done that. That is why I am being bullied by MS to set it up. Everything has been working perfectly now for weeks.

Correction, I did uninstall it. MS has re-installed it in one of it's updates. I have un-installed it AGAIN.

And this dosn't answere the question. Why am i getting a MS splash screen telling me that it needs to finish off and saying
