Storage or ram

Solution
For that system you will find more benefits from 8gb than 1TB HDD storage.

Go for a small cheap HDD, and 8gb RAM. You can add an SSD later to help with performance and if you need space you can add a 2-4TB drive later as well.

With only 4gb you will run into performance issues when even doing light multitasking, ie, having 10 tabs open in google chrome while attempting to start a game.
Well, in all honesty it all depends on the everyday usage scenario and how much data you actual have to deal with, not to mention the platform you're working off of. Mind sharing your full system's specs inclusive of your OS? Speaking of OS, if you're dealing with 3.5GB's or less memory, then you should be on a 32bit OS while going for 4GB's and more of ram would dictate you go for a 64bit OS.

1TB in this day and age is standard and 8GB's should be the least amount of ram in your system since 2014.

Its good to have more ram in pc.
But at some stage you will face memory issues.
Good hard disks are more expensive than ram.
you can use your system with 4 gb ram without any issue.
So I recommend you to go with 4gb ram and 1 tb hard disk.
and you can install more ram stick later anytime.

What's the best ammount for an hhd under 1TB

I am assuming you mean "best amount of storage"? I find a 120gb SSD to be sufficient for a gaming PC unless you have a huge library and want all your games installed locally.

Since you are on a tight budget I assume you do not yet have a very large library so anything 120gb and up is enough to allow for a Win 10 installation, a few programs, some music, and 2-3 (medium sized modern) games. It depends on the need you have for storage.

Is this good enough? https://pcpartpicker.com/list/csTfGf

You can easily upgrade the CPU later. And it should not be an issue in most games with only a GTX1060 3gb and 1080p gaming. This build will definitely outperform your build with only the RX470.

Won't the pentium g4560 bottleneck the gtx 1060?
