Question Strange artifacts during BIOS post only ?

Hi edited the main post so I got rid of so white grainy line under aorus eagle happens every boot.
The scratch line happens every time I install windows before it was every 1 of 5 boots but now it's permanent it seems.

I have done cmos clears, bios resets and updates, cable and hardware changes except for the motherboard and memory(single slot test with 2 sticks) and cpu.
The cpu and memory in QVL so fully supported.
The retailer technicians tell me its happens with certain hardware configurations and not a serious problem and happens all the time???.although i myself have built a whole load of pcs and have only seen this happen when a board is eventually going to fail from lightning damage.
I reckon the problem is either the CPU OR MOTHERBOARD since I have tested all the rest of components (other then removing nvme)

750w SF leadex 3 or 650 w seasoning mkii
seagate dx01 SSHD or mushkin vortex redline gen 4 nvme

Stock bios settings besides csm enabled since I needed it to access nvme apparently.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time?

Everything like 1 week old(PSU now is -1 now old since it's not received yet).
HDD used first then nvme.
Bios was on f2 default same problem . Flashed it to f11 same thing happened. Default settings. I think all these details are irrelevant though
