Yep, that is bearing lubricant, most modern PC fans have liquid filled bearings to reduce noise, the seal can fail then while the fans are running the liquid tracks along the blades and colects on the fan surround, I see it a lot in the big server racks where I work

It's not going to damage your PC so you could clean it off but the fans will be running at reduced performance and it will continue to leak until they stop working
