[SOLVED] Strange type of slow internet connection.

Dear all, I am having a strange case of slow internet. I am using wired connection.

My Geforce 570 from 5 years ago died recently, so I went to a store to buy Radeon RX 5600 XT. I installed the drivers and the "Radeon software", but ever since then I am having a slow internet connection. I'm pretty sure a GPU wouldn't have to do anything with my internet connection. Shutting down "radeon software" won't help neither, so I am guessing that this a complete coincidence that I am having internet speed issues at the same time as replacing my GPU.

HOWEVER, I am not having a typical slow internet connection, it's a lot weirder. Internet browsing, SNS software, Steam is all slow, like really slow. Opening youtube takes about 20 seconds, and sometimes videos won't load at all the first time. Speed test always won't start the first time by giving me latency of 10876 ms. The second time gives me on max 85 Mbps down and 80 up with a latency of 26 ms, which is pretty fast to me.

What is even more strange to me is that when I play online games, for example, Counter-Strike Global Offensive, the dashboard doesn't load, but I can still connect to servers, and I have very smooth connection when gaming. However, browsing while gaming is still slow.

EDIT: Even weirder is that the internet speed recovers after leaving my PC on for more than 5 - 10 hours.

My internet provider (in Japan) gives me a dial-up type connection for the optical-fiber internet service. The modem is "VH-100<V>E<S>" by NTT (which is a Japanese company, obviously). I live alone, so the only unit connected to the modem is the one I am having problem with. I do have the WIFI turned on, but it's not connected to anything, and it also don't have anything to connect to since I don't have wireless LAN. I keep it on to use mobile-hotspot for my phone. My internet is slow regardless of whether or not mobile-hotspot is turned on.

OS: Windows 10 64bit Home
CPU: AMD Ryzen 5 2600
Motherboard: X470 AORUS GAMING 5 WIFI (I'm only using WIFI for mobile-hotspot, I am using wired connection for the PC)
RAM: 16GB
GPU: AMD Radeon RX 5600 XT
PSU: FSP raider ra750

On your PC are you certain that only the wired network adapter is enabled?

As I understand the connectivity you describe in your post, the wired network adapter on the PC should be enabled and the wireless network adapter on your PC should be disabled.

Run "ipconfig /all" via the Command Prompt and post the results.

I should also note that the internet speed recovers after leaving my PC on for more than 5 - 10 hours.
