Sorry if I missed this (so many posts). If you haven't reinstalled windows, DO SO. It is the easiest way to outrule any software issues, as reinstalling fresh will ensure that you have most of, if not all of the proper drivers installed for your system. For example, I myself was previously using a 2700X build, but when I had to go back to my old skylake system (which is still JUST FINE for streaming if you already own one btw, don't go buying one if you don't), I was experiencing EXTREME hiccuping along with really high resource usage. Reinstalling windows should ALWAYS be on your to-do list if you're making a major system upgrade.
Well,if you are sure you completely reinstalled windows and have the latest drivers all I can figure is your GPU is a dud. You could check bios and,reset the default settings and,try again.

The GPU was working fine with my other parts before I put the new mobo/cpu/ram In.
