Streaming+Gaming which cpu? i5 8600k or i7 7700k

Sorry if I missed this (so many posts). If you haven't reinstalled windows, DO SO. It is the easiest way to outrule any software issues, as reinstalling fresh will ensure that you have most of, if not all of the proper drivers installed for your system. For example, I myself was previously using a 2700X build, but when I had to go back to my old skylake system (which is still JUST FINE for streaming if you already own one btw, don't go buying one if you don't), I was experiencing EXTREME hiccuping along with really high resource usage. Reinstalling windows should ALWAYS be on your to-do list if you're making a major system upgrade.

GPU score is alarming and I'm wondering is your HDMI plugged into the GPU or the motherboard?

CPU isn't boosting. Try downloading MSI afterburner and checking your temperatures.

It is possible you have something wrong in bios as far as CPU is concerned.
 
Aye I have two monitors, both plugged Into the GPU. I can see my GPU temps on HWMonitor, they sit on 50c without gaming but using my pc as normal.
 


The GPU was working fine with my other parts before I put the new mobo/cpu/ram In.
 


Aye the BIOS when I went Into It said It was reset and yeah completely wiped the SSD as I wanted to have a clean Install when I got the new parts.
