I have been trying to stream CS:GO lately, but once I start streaming my frames shoot down. Can I have an suggestions on a component that I need to change to make it better?

Also, my friend recommended that I get a new graphics card. He recommended the R9 390 graphics card. Is that a good pick? Would the graphics card be the problem?

The GPU (R9 390) would be a good start, then I would increase the RAM to 16gb.

The graphics card could be the problem yes... But it might actually be the program that you're using to stream. I used to use them all and was unhappy with them all, even OBS... They would slow down the whole computer anytime I wanted to stream my screen live and it got real annoying real fast. But my friend suggested Mirillis Action! and I just love it. I use it for everything and it doesn't slow down the rest of the computer like most other programs do.
