16gb ram
CPU fx430 oc to 4.0
rx460 2gb 

do you think I could stream atleast 720p while streaming gta v on my pc

Yes, but game-play would probably not be smooth or look good. You can try putting the in-game settings all on low, then set the resolution to 720p. Run OBS with all default settings except change the stream output to 720p, output to 30fps and see how it goes. Make sure not to run any other programs, just those 2, and look in task manager for any services or background apps you can kill to help that 4300. It will also help if you turn off v-sync in the game, maybe run it in borderless windowed mode. On OBS use window or game capture, NOT SCREEN CAPTURE. If you can set a frame rate cap in-game, set it between 45-60fps or if you have to get a GPU program that lets you limit the FPS. In your AMD drivers, check for updates and set everything...

After you set it all up, get on twitch on your phone and check the quality and make adjustments as needed.
