Streaming with 2 pc's and a capture card.

Ok now I have a huge question here.
I've been searching on how to stream on twitch from my country wit a low upload speed in my case lower than the recommended and I've reached it.
Now the problem is...
Since I have such a poor Internet upload speed I want to make sure it will run well. (it hace by now but just to be sure).
I'm thinking of building a new pc only for streaming and I've read (I Google everything I don't know and if it don't work I come here) that a capture card would help streaming.
My question is. What will it do, will it make my stream run smoother? Is it what I think? = it captures my gaming and than send it to my stream channel?
By the way I think I've read some reviews from it but more info about it is greatly welcome.
These are my current pc specs.
Mb= Gigabyte AM3+ GA-990-FXA UD7.
Cpu= AMD Fx 8350 black edition.
Gpu= Gigabyte Gtx 770 2gb OC WATER.
Ram=8gb HyperX FURY

PS: what card would you recommend me for this.
Any low price streaming pc specs?

I stream as well, not often.

I use a dell XPS l502x laptop with a capture card that grabs it from my gaming system (in signature) use an ethernet connection for the laptop for best quality and stream it.. no performance issues on gaming pc, and the streaming one is taking the load of streaming.

i use a elgato hd capture device..
you can use an avermedia one as well the elgato one i know for sure works with obs (what i use for twitch)
only thing is that you need a hdmi to monitor output, and the monitor wont get 60fps after the elgato, i get 30 to screen and 60 in... record at full hd at 30.
