Question Stuck at 5 FPS HELP! GTX 1070 ti

Help!
System:
CPU: Intel i5-8400 2.8 Ghz
RAM: Kingston 8gb DDR4 3000mhz
GPU MSI Geforce GTX 1070 ti
PSU: EVGA B3 550W

Any game I run I am stuck at 5 FPS. I uninstalled my drivers from Nvidia and ended uprunning games fine, but every time i reboot my PC it starts the same problem where I am stuck at 5 FPS. I did not over clock any components, all components are running at optimal tempteratures. Can anyone give me insights or help? Please and thank you!
 
This will reinstall new drivers, and detsroy old ones. And put all settigs to factory so no settings can either mess upp your computer

first u have to dowload (dont apply/set up it yet) your nvidia driver from nvidias site. Then you have to dowload DDU that removes all older nvidia drivers that are still messing up your computer.

Remember! dont apply dem yet, just keep them in a folder or startup (home site).

choose the version of the country you live in. If you live outside the mentioned countries choosing any of them works aswell (I live outside the countries and i chose England)

Now enter windows safe mode by restarting your pc.
In the lockscreen you should press on SHIFT and restart, this will transfer you to a blue option screen. Now press on (troubleshoot -> Advanced options -> more -> startup settings)

Press restar and go to "4" safe mode by pressing f4.
be sure you dont have network connection

Now when you are in the safe windows mode run Guru3d DDU (the dowload file is hidden inside the file folder, so search for somethin i guess says "display driver uninstaller"

in the right cornes choose (GPU)
Then press where it says "unistall and restart".

when you come back to normal windows you can now "activate" the new nvidia driver that was mentioned in the beginning.

When you are finishing the install, remeber to choose "advanced option" in the installation options.

put a cross in the box that says it will set all nvidia drivers to normal and remove all older drivers and profiles.

This should fix all problems

Update! This did not work for me. I'm not sure what else to try now. Might try buying a new SSD or returning my gpu for a new one :/
 
Did you follom my instruktions word by word (allso the last section)

Repeat the prosess and dont install it. Just check the location that it would want to download the driver to.
Look at the version number ( example 413.46)

Then dont install it and go to the location in file search.

Sometimes it shows that there is allready a older version example (391.34) in the driver location (all drivers go to the same location)

That means the DDU did not work correctly.

But now when you are doing the DDU, choose to continue in safemode after the removal prosess.

Is the same old file still located in the file location?

If that old driver is still there, dowload a newer version of the DDU and try again

I figured out what my problem was. Major face palm..my msi afterburner was outdated. I guess the new driver update and my outdated version of msi afterburner did not cooperate and would lockme at 5 fps
