Stuck at BIOs Screen New PC build

So I've just built a pc went to start up and I just loops BIOs on startup.
I've pretty much tries everything I can think of. I've even sent the motherboard back for a new one and it won't work.
Specs are:
Motherboard: ASUS PRIME BW50M-A
Cpu: i7-7700 lga1151
Ram: Hyper x 16gb
Cooler: Coolmaster hyper 212 evo
Graphics card: Asus geforce gtx 1050
Power supply: evga 600w 80 plus certified

I'm struggling to see what the problem is. I've reset BIOs checked that everything is plugged in the right way, tried without the graphics card and RAM. I really don't know what to do. I wondering if at this point it could be my cpu?

you can select to install windows from the bios.

Yes that's correct. I was looking up a tutorial for installing windows and I've installed the wrong thing. I'm going to redo it and get back to you
