[SOLVED] Stuck in black screen after installing new GPU can anyone help?

So every time I put in my new GPU (GTX 1660 Super) I get stuck in my Bios splash screen and cant do anything almost like it froze and then it just sends me to a black screen after a minute or so and every so often I get a beep from my pc. Is there any way I can fix this? I have an old pc and im trying to upgrade it.

CPU: Intel i3 2120
RAM: 12GB
OS: Windows 7 64-bit
Motherboard: Asrock h61m/u3s3
Current GPU: Zotac Geforce gt730
Power Supply: evga 1300 g2

I am getting similar issue with my 10 year old PC with MB - msi p67a-c45 rev b3 and new GTX 1660 Super.
I suspect either Motherboard (BIOS) or PSU too old, my PSU has only 2x 6 PIN PCI-E power, so I am using 6 to 8 PIN cable power adapter...

Please don't be plugging in a new GPU into a 10 year old PSU with a adapter....

Those old Sandy Bridge CPU's are way past their prime. Get rid of it and build something modern. Like a Ryzen 3600 build.
