Stuck in boot loop

So I need help with my computer. Last resort is reinstalling, but I want to try and fix this without having to do that.

So my OS on my ssd for some reason can't get past the windows loading screen. I believe it has something to do with my graphics drivers as I used the AMD driver sweeper thinking it would be fine. Well I guess it wasn't. Woke up the next day and at first it booted weird. It powers on but nothing goes to my monitors, powered it off. Gave it a minute powered it on, it was working. Well it froze a few minutes into it being loaded up then wouldn't load up again. I tried to do a system repair and it then fragmented and froze at some point during that making me have to restart. Since then I can't even load up. It goes to the windows loading screen and restarts rinse and repeat. I'm like 95% sure it's not a HW issue as I have a separate OS on an older HDD and that loads up fine.

So any tips or advice would be greatly appreciated

It's looking like reinstall time to me. you can't get it to launch system restore. repair borked. stuck at reboot, rinse and repeat.



The SSD is totally accessible
Crystaldisk gave it a 90% for it's health status
The screen fragmented/artifacted during the windows repair portion. Almost as if something with the graphics card went wrong, red wavy lines were all about. But on the other OS the graphics card seems fine.
