Stuck in Driver Verifier iomanager Violation loop

I've looked at a couple of other forum posts on similar issues and the solution seems to be to boot into safe mode to turn off the driver verifier. but the problem is that I get the bsod before I reach the log in page, so it's impossible to get into safe mode.
Does anyone have a clue how to get out of this loop?

Can you please try the solution given here and see if you can boot in Safe Mode after this?

Once in Command Prompt, you can also try Running the SFC /SCANNOW Command with the /OFFBOOTDIR=D:\ /OFFWINDDIR=D:\WINDOWS parameters to fix other issues with the system files.

I have attempted this multiple times now, but the computer does not enter repair mode no matter how many times I press the restart button.

In that case, you can try booting in Command Prompt using the instructions given here, and then fix the EFI bootloader or run the SFC /SCANNOW command from there.

I acquired a bootable usb and followed all instructions, my screen had all the same messages from the screenshots, but the bsod loop remains unaffected.
