stuck in redoran hortator

maybe I have done something wrong in that thieves guild mission about the cookbook, but now if I try to convince Garisa Llethri to
vote me hortator he says he will never vote for me, since the cook says I'm a thief or something...

Do you think when I have everybody else's vote (ìcept venim, of course) he will change his mind? Or do I have to ... what? Kill
Garisa? Restart (sigh) from the thieves guild mission, which was a *damn* long ago?

Better to clarify a pair of things, methinks...
I'm a level 22 nord spellsword, with reputation
22 and 0 price on my head.
I am arch.mage of the mages' guild, I have done
all the missions from the first three thieves
guild operatives before gentleman Jim and also
did some 2 or 3 missions for him.
I've ended my missions with Caius Cosades, who's
now gone, and completed the first three tirals
of the neverarine prophecies.
Tha fourth is to become hortator for all of the
3 great houses, and so I went to go hortator of
the Hlaalu and Telvanni houses.
I only need to become Redoran hortator, then I
will go back to the nomad camps, to become theyr
nerevarine.
Maybe I can kill the stupid cook whose cookbook
I stole? I'm out of ideas here...

I finally tried to start to speak with Sarethi, and after saving his son it all went as smooth as ever :)
Up to the camps, now.

If you're level 22 you can kill pretty much any townsfolk you want.
That would of course make things too easy.

(Assuming you care about your reputation you would taunt them into
attacking you first - I've only been able to do that RELIABLY with my
custom "Frenzy Humanoid 100" spell)
