Question Stuck on black screen after Power>Restart, not the issue when I shut down the PC.

So after I installed windows on my fresh PC, I updated Bios to lastest version, chipset, gpu, cpu drivers etc...
Finnaly I restarted PC, I used XMP Profile 1 for 3600mhz Ram, and my computer booted, I installed some programs, games, and I had to restart PC again, but when I restarted, I was stuck on black screen, (if I spam DEL key, I can get in Bios), Then I unplug psu cable, hold power button for 10sec, and then plug it back in, PC boots again easly, everything works, ram is on 3600mhz, I played CS-GO had 250-450fps, and when I shut down PC it will boot normally, but again if I go Power>Restart, It will be stucked on Black screen, coolers are running, all rgbs are up. Can anyone help, please?

What about Windows 10? What version is it and did you do all the updates?

Did you do a reset to default in the BIOS after the update?

I cleared CMOS, load optimized defaults, also when I installed windows I ran Windows Update, so everything is updated.
