Stuttering hell for gaming

I have a i7 7700k and a 1080 ti and i seem to be stuttering in a game that requires barely any usage. i cant seem to find the problem as i tried reinstalling drivers. My friend said to downclock but i dont get the logic behind that.

Yeah, my 980 ti tends to perform better with ultra settings compared to high or medium settings. How much memory do you have?

Ive got a 1050 should I put it up to max? Or is the 980 better?
