Question Stuttering in every game

I have spent countless hours trying to debug this... need some advice please. All games I play have stuttering like this: https://www.screencast.com/t/jBj2Wv8mQFoY

I've had the stuttering in every game I've played recently including Fortnite, Outer Worlds, Borderlands 3 and Star Wars.

Things I've tried...

1. Swapped out my GPU (5700 XT) for an RX 480 as well as a GTX 1060 and still had stuttering in both cases
2. Tried using both of my monitors individually and had stuttering in both cases (one is HDMI one is DP)
3. Installed the latest chipset & BIOS drivers
4. Uninstalled Radeon using DDU and installed the latest one. Also tried with older version 19.7.5
5. I ran every stress test from OCCT and MemTest64 with no issues
6. Formatted my hard drive and reinstalled Windows 10 (I tried this multiple times on different hard drives)
7. Swapped in another kit of RAM (CMK16GX4M2Z2400C16)
8. Disabled...
   • Anti-Lag
   • V-Sync
   • FreeSync
   • Framerate cap (also tried this on at 60 and 144)
9. Used ISLC to "Purge Standy list" before running the game

This is something that Ive been investigating for myself as well.
I believe I have finally narrowed the issue down to V-Sync. Just for that purpose, Ive bought a freesync monitor but still havent managed to get a proper testing on fallout micro stutter.

Could that be a solution for you maybe?

I always have V-Sync disabled in game settings. I have a FreeSync monitor but have FreeSync disabled since it previously caused black screen flickering and only goes up to 90hz.

My mistake, I took that picture before updating again (had to update in two steps to get from F1 to F31 to F50). It's F50a now, I ve updated the CPU-Z picture.

I haven't noticed any stuttering outside of games. And I always seem to get the most stutters right as I start playing like right after loading in.

Bump... I feel like I narrowed it down to CPU, motherboard or PSU, but I don't want to spend $500 replacing them all and then potentially find out it was actually a Windows 10 or driver problem.

Download 3DMark, and HWiNFO64. 3DMark has a free version, download that one if you don't want to buy it.

Run firestrike but before running it start a log history in HWiNFO64. After the Firestrike run finishes, stop the log.

Upload it somewhere and put it here. HWiNFO64 log shows voltages in the system, so it can tell whether your PSU is actually failing or not
