Question Stuttering in many games on new PC ?

Hello I recently purchased a whole new build, specs are :
-i7-12700k
-MSI Ventus 3x RTX 3070
-970 evo plus 1tb m.2 drive
-2x16gb's Ripsaw V series 3200MHz ram
-Corsair 850w 80 Plus Gold Fully Modular ATX Power Supply

I am also using an A0C Gsync compatible monitor set to 120hz using all the blurbuster recommended gsync settings.

Despite these specs I have been running into Stuttering and overall unpleasant gameplay in games such as Fortnite, World of Warcract, Call of Duty, Hunt Showdown etc.

Any help is appreciated please let me know what info you need to better identify my issue.

Make sure your Windows power plan settings and your Nvidia Control Panel power settings are both set to maximum performance.
Also make sure your Nvidia drivers are up-to-date.
Lastly, make sure you installed the latest Windows patch from just two days ago, which had fixed the gaming performance issues brought on by 22H2 for the most part.

I see that Windows 11 update 22H2 is available for download, should i try that? i don't see any other available windows updates.
