Question Stuttering on my second 4090 build ?

Hello

I upgraded to a new PC about 5 months ago which I will list the specs below. I had 3 months of no issues with the PC running all what I needed it to run which mainly was GTA/FiveM.

However, about 3 months ago in I ran into an issue where all games would crash on launch or would crash shortly after launch and I was able to attribute that to an issue with DirectX 12, The Intel 13900k and my 4090. I was able to find a work around to get some stuff to run but this is where I first got the stuttering. In short after trouble shooting for a month I returned my PC and was able to get a refund for it.

So now fast forward up to the present day I have now bought a second build with none of the same brand parts as the previous build which will be listed below with the only difference to this one being that this one was pre-built for me with the specs that I wanted compared to the previous which I built myself. I set up the PC once I got it and straight away have run into the same stuttering issue that I had before on the previous build and I'm completely stumped on what to do to resolve this issues. I have been trouble shooting this problem for the past 2+ months and I'm beyond frustrated. On this new build I get a small amount of FPS drops but get constant stuttering but the FPS counter isn't effected and stays steady.

Welcome to the forums, newcomer!

When you state the build, was it prebuilt or did you build it yourself? What BIOS version are you on for your motherboard? You forgot to mention the OS. If you installed the OS, did you recreate the installer to rule out a corrupt installer? Speaking of installers, you should use DDU, rid your platform off of all GPU drivers, then manually reinstall with the latest drivers sourced from Nvidia's support site, i.e, Right click installer>Run as Administrator.

It was prebuilt and tested by the company that I went through. I was and currently am on Windows 11, and with the current build I have, the OS was set up once again by the company that I had gone through. DDU is something I ran through on my previous PC and had no luck with resolving this issue.
