Stuttering problems and buzzing noise running games

I recently got a new Motherboard, extra SSD and CPU and so clean installed windows 10 and installed some games. Loading up GTA is fine and no stuttering or noise, however once I am loaded into the game and on GTA Online I hear a sound coming from my PC a kinda buzzing sound as you can hear and when I try to move every so often the game on screen would stutter. The sound I could hear from my PC would stop perfectly in time with the stutter and start up again when the moment of stutter stops and this was happening alot. I also tried Rocket League where there was no stuttering however and it look a while in a game before the sound started, and it was very faint though.

I'm also noticing when I tab out and back to a game it just freezes for all eternity and sometimes frozen on a black screen, Sounds and Music continue though, which didn't use to happen.

I don't know whether it is my CPU or GPU or what is causing this although with my GPU I had been using before so I dunno. You're help would be greatly appreciated, thanks.

P.S. I want to be clear that this doesn't happen when doing normal things on the computer, only when running games.

open up your pc while in a game (DONT TOUCH ANYTHING INSIDE) and use a rolled up piece of paper/empty paper towel tube to locate where the noise is coming from

Its most likely your graphics card or power supply.

I'm leaning towards the power supply as yours shouldnt be used with an overclocked cpu

Yeah, It seems like it's the power supply, I even tried removing the overclock and see whether it would be fine then but had no luck.
