Question stuttering while playing GTA V

my pc is stutering so bad, i have doing almost anything i can to solved it, using msi afterburner, running xmp, checking my hard drive, etc. though i ive noticed some problems like my harddisk usage sometimes get into 100%(even though i have analyze the harddisk and ssd with any software and doesnot have any issues and in good condition),i have no issues with my network connection, low ping and my nat type shows open, should be good for any games and servers to play with. my memory ram goes up around 86-97% even though the settings i have on gta is medium to low, i have lowered almost anything on the graphgic settings, its still stutter so bad especially when i goes to a city where theres a lot of buildings and cars around. my windows also have some issues, like i can't update it, cant open microsoft store and etc, i used to have a virus and accidentally remove it along with the windows system accidentally, that might cause any corrupt but idk if it will affect gaming or not. my pc specs is
EVGA GTX 1070 SC
RYZEN 5 1600
Delta T force 2x4gb 3000Mhz(clocked at 2133mhz)
2TB WD Purple Harddisk
120gb Galax ssd
i have tried both using XMP to raise my ram clock and default mode, both does the same for gaming maybe a little diferrence, though theres no overclock for the rest of my component. which should i do first? buy more ram, reinstall my windows, or buy a bigger SSD and relocate most of my games to it?. thanks
