Stutters after PSU change..

Hello,I had this TX750W for over 5 years,decided i'd go with a new one with modular so i got this Thermaltake SMART PRORGB 750W..

AMD R1700 @ 3.6
ASUS B350-PLUS
Corsair Vengeance 2x8GB @ 2666
GIGABYTE G1 OC 1080ti
Windows 10 Pro 64-bit 1703.

Crucial MX500 is OS
ADATA 256GB (some games on it)
Seagate Barracuda 3TB 2016 (games/data/steam changed my noisy Toshiba not long ago.)


it's the only thing i changed..but since then i get stuttering in Netflix chome (Fixed going back to 388.71 now only happens if i move the chrome window while its playing,391.35 is a total MESS..) ATS/ETS2,HoTS,The crew -> (was the worst of all was getting huge stutters when i was driving over a crate and sometimes random freeroam stutters..) Far Cry 5,GTAV,Fallout4 are totally flawless... >_<

Since that stutter started i was like what the heck?
I know that theres a huge post on nvidia forums about Creator Update and stuttering..but i did that at the end of the year..had little issues and fixed it with "clearmem task scheduler"..but now it does nothing it seems
1.Changed SSD for a much recent and faster one (ADATA XPG SX900 128GB -> CrucialMX500 250GB
2.updated bios to latest version + Chipset,LAN,Audio (Asmedia USB drivers i guess isn't for Ryzen says cant find so..)
3.tried updating GFX drivers to 390.77,391.35 (.35 made things worst..)

i have NO audio stutters/distortions.

Tried HPET thing on/off i think it made it worst in DPC latency

It was totally fine before the swap of PSU..FFS..checked all CABLES in casing,re-seated GPU always used DDU for driver changes

Now im checking with "LatencyMon" and "DPC latency checker"

*The second green bar in LatMon can go up to ~3000.

(yellow bars = without the Windows Timer tool Green - with tool) Added Device Manager SS.
Note:everytime latencymon runs if i go in Drivers tab and move the window around it seems to stutters on every latency update?)

Im really out of ideas...I don't want to format/reinstall windows and place my stuff slowly and see it happens again.. :/ maybe windows repair?

I do wish that device driver updates were optional. The idea that it is for security reasons is just bull. Every time the graphics driver is updated by Windows one of my monitors goes down. My audio drivers have also been updated. The result is that all audio stops working. Manually updating the drivers again fixes the issue, but it is a hassle every time.

The fact that your video problems began with the replacement of the power supply may just be coincidence. And it may be something as simple as a bad PCIE power cable or...
Yeah i always download drivers from manufacturer site,i know how Windows drivers update can be very bad..i guess i could plug the old PSU and see how it goes,maybe even go back even further with 388.59..

Solution
After months of this (lol i know) i decided to put the old PSU back..i had stutters in Spintires (drops to 30-40-52) tried with old PSU and saw no stutters yet lowest drops i saw was 57-58 (4k with all max so) finally decided to do this because i got the new tomb raider and it was pissing me off,gotta try it after im back from eating..
