Question Stutters, frametime spikes

Hey fellas after three months of torturing myself with trying to fix this problem thought I'd post here for insight, I had three rigs and they all stuttered constantly (first two were rtx 2060/ ryzen 7 3700x rigs) this system now is a RTX 3060ti/ i5 10600k rig 16gb ram 1080p 75hz display, I've done so many obscure fixes tried my own benchmarking but come up with nothing, I start with a good frame rate (avg about 80-100) but drops and causes a stutter, capping the fps or vsync on results in the same scenario, I'm lost here I spent nearly 2k on the system and games overall and can't enjoy one of them. Please if you have any knowledge or info to provide I'd greatly appreciate it.

What I've done: -ddu and reinstall clean drivers
-empty standby memory

• capped fps in RTSS
• turn off turbo boost (not that I was expecting anything to change)

as a last resort I clean installed windows 10.

What games are you running, how far into the games do stutters occur, are the stutters occasional or regular and does the average frame rate drop?

You also don't list the rest of your specs - your storage device can make a big difference to game smoothness, HDD's are especially bad for causing frame drops as the system has to wait to stream in data (many large open world games stream in the map on the fly), you want either a fast Sata SSD or preferably an NVME SSD drive.

Motherboard and PSU choice are also important for consistency and stability - you need a motherboard with a good quality VRM solution to ensure the CPU power delivery is consistent (this will help the cpu hold it's clock speed under load) as well as a good quality PSU that keeps the voltage stable.

That said, no matter what you do, some games will still have dips / occasional stutters even if you were running on a 5950X + RTX 3090 rig.

sorry the games I'm trying to run are Mordhau, Gears 5, RDR2, Insurgency Sandstorm, the stutters happen within a minute into the game it happens rather frequently with the slightest frame causing that stutter. SSD is a teamgroup gx2 512gb mobo is asus prime z490-p and psu is thermaltake 600w smart 80 plus gold I believe. I'm not tech savvy bare with me this is my first real PC experience ha.
