Budget Range: <$3500 i'm pushing the wallet here, but if you suggest a more expensive option i humbly request a reason why so i can weigh the cost/benefit please.

System Usage from Most to Least Important: Hardcore gaming, 1440p/1080p dual-monitor setup. One 144Hz, the other 60Hz.

I really need suggestions for are case fans and a CPU heatsink/fan. Preferably no water cooling, but if you have a good argument let me know, note that i can't get inside the case easily to refill/replace any liquids. I like the idea of 140mm fans, because they're quieter.

I'd like suggestions on if there's any better parts (mainly motherboard and RAM, as i know nothing about determining quality for them); the case (see additional comments); and the cooling (both case fans and CPU heatsink/fans).

Overclocking: I do plan on doing very basic overclocking. Very basic. Using MSI Afterburner is really all i know how to do. Yes / No / Maybe

Additional Comments: I have a sit/stand desk and my case is in a bracket and attached to the underside to rise with the desk. Because of that the case must fit in a certain size; LxWxH not much larger than 21.7in x 9.5in x 21in (~550mm x 240mm x 534mm). I have an old Corsair Vengeance C70 case that I really like. I don't know much about airflow, or if it's even good for that, so if there's another case that's just plain better than please recommend it, but if this case works, I don't see a reason to spend more money. I would prefer a mostly metal case, as tempered glass is much heavier.

I DO NOT CARE ABOUT APPEARANCE. I would honestly prefer non-RGB options whenever available, but i don't care if they're there, i only care about performance.

And Most Importantly, Why Are You Upgrading: I just feel like it's time for an upgrade

The 12900K is a power hungry heat producing overpriced hose job for a gaming cpu. Your board comes with a built in SSD heatsink so find an SSD that doesn't come with a heatsink. btw that case comes with a single front intake fan. Find a case that comes with a minimum two intake fans and I don't see a cpu cooler listed.

I'd look to make these changes to that build.

What would you recommend for the SSD since Hynix is out of stock?
There's plenty of decent SSD's to choose from including the Samsung EVO Plus and the PNY 2130 I posted ... both of which come with DRAM cache. What I'd be more concerned about is how you're going to prevent your system from shutting down once that i9 hits turbo boost mode seeing how that MSI board you have linked in your build comes with a 14+1 power phase design and 60 amp chokes. You paired up the cheapest Z690 board available with the most power hungry cpu on the market. That's not to mention your case is going to turn into a hot box with a single front intake fan.
 
Here's a stable build that will net you similar frames per second as that build you have in the OP. The difference being this one will not only run cooler but won't shut down when the cpu kicks into turbo boost not to mention this board down below has a better audio codec than that MSI board which is a plus if you play any first person shooter games.

good for you and... have you ever heard of RGB colors, you should do that too inside your case or any component

I really don't like my PC to be illuminated. My PC is surrounded by a metal bracket and attached to the underside of my sit/stand desk. The bracket blocks the view of the side window, so with RGB i'd only get the illumination, but not the actual enjoyment of what the inside looks like.

ok, but what about not inside it in (where the colors are in the entire case except inside it in.

Why? RGB usually adds to the cost of the build not to mention a lot of people including myself could care less about our PC's being lit up like a Christmas tree.
A lot of people also love having their PCs lit up. Seems like stuck2fixlaptops is one of those people. I don't think there's anything wrong with encouraging others to try something you yourself enjoy, in the hopes that they'll get enjoyment out of it too.

Nothing wrong with it IMO till you spend more on RGB products like the Corsair LL fans then you did on your motherboard and cpu :p

I see it a lot ... peeps blowing money on RGB components and shorting themselves on key components such as the gpu not to mention that not only does RGB produce heat, the RGB RAM is taller thus making it difficult to fit some cpu air coolers.
