Not enough information to diagnose the issue here, did anything change with your PC (i.e. Windows Update, Driver Update, New Program, etc) shortly before the issues began? That will likely narrow down the issue.
If you don't have any important data on the machine and no backup in place, you can always just re-install the OS.
Speaking of which, make sure you back up your machine. This could likely be resolved quickly by rolling back the machine. RollBack Rx works well for that, you can also use a disk imager ala Macrium Reflect.
