Question Suggest me to build for my unused XFX R9 290

hello

i bought one xfx R9 290 (550$) in 2014 for mineing and gaming but never upgrade my mobo and cpu for it

never install on my current hardware due to bottle neck effect
Intel Core 2 Duo E7500 @ 2.93GHz
RAM 3.00GB Dual-Channel DDR2
Mobo Gigabyte G31M-S2L

so now i want to upgrade my desktop
please suggest me now a days running updated Motherboard , Cpu , Cabnit and Ram for to use with this card , which is economical and not much older and compatible with this card, also guide me if in future i upgrade my card for 8 -16 gb that hardware is also compatible or not

Buy a lower end Ryzen cpu, cheap motherboard and some DDR 4, use the rest of your old build for the rest
