Suggestions for a new graphic card and some other rig questions? 720p

Hey, I have a 4 year old rig and I try running the newest games on it. Many run quite well, but the problems are with AAA titles - they screw my pc up.
AC Syndicate and Unity and GTA V tend to use a lot of my pc's resources and so I experience stuttering a lot. Like I hang or freeze every 5 secs and the cpu is under moderate load
So I upgrade my ram for 4 GBs more to speed it up? Or rather go for a better upgrade?

Whatto buy for gpu? I game at only 720p so I don't want to overkill. I need something that runs 40ish fps at high settings on the latest titles. Also I'm not looking for cpu right now, it runs cool xD.

I'm more of a NVIDIA guy than an AMD guy. x)
My budget is around 150$, can go upto 170$.

GTX1050Ti would be a logical choice. It will be a vast improvement over the 650Ti.

In addition to the three generation gap, Pascal cards represent the first process node shrink since the 200 series as I recall. They basically doubled performance between the 900 and 10 series.
 
You can get a 1050ti for around $150 and it will be a very nice upgrade from your 650ti. I would also suggest getting a 8gb ram kit. 8gb is starting to become the norm for gaming now.
