Svchost is using all my CPU and bandwidth

I havery an IBUYPOWER pc, and recently we got a new router due to problems with our connections. They didn't get fixed, instead I explored my task manager a bit to see if something was wrong and svchost.exe and all of its parts are taking up 2.2 mb/s constantly. I did an AV scan with no results, and even factory reset my pc to try to solve this. I'm at a loss of what to do next. Please help if possible.
 
check windows update as it could be updating.
Check settings/upgrade and security/windows update/advanced options/choose how updates are delivered - turn off get updates from more than one place
check you have latest drivers as out of date drivers can do this too

Download process explorer: https://technet.microsoft.com/en-us/sysinternals/processexplorer.aspx?f=255&MSPPError=-2147217396 - its an op version of task manager. run it as admin and double click the process header, this sorts it into tree view and will show what is running svhost and possibly what is using all the resources

SVChost is the windows shell process which runs all windows services within it; it seems like one of your services is going haywire. In the Task Manager, under the "Details" tab, try to pin down which of those service host processes is running high, then right-click it and select "go to services." This will highlight the service in question in the services view, so that you can identify it.
 
Svchost is just a host for a variety of other things, so it doesn't really say anything about what's causing this.

If you're running Windows 8 or 10, you can expand the svchost entry in task manager to see which particular hosted service is actually hogging all these resources.
