Swimming and high Strength

Lets say you have a character with a Strength of 25, and a Dex of 13. Their
default Swimming skill is ST-5, or 20. What happens if they put a point
into swimming skill? Does it plunge to 13 (as a PE skill), or do they start
with a level of 20 and build from there? And if they start from a level of
20, do they function as if they had enough points to give them the skill at
a level of 20, or do they just get a +7 bonus to skill?

In 3e a default from a stat cannot exceed what it would be if the stat were
20. For ST 25, default swimming skill is 15. To increase the skill buy it up
from DX+2 level.

Neither. They are treated as if they had a default skill of 20.

4e handles it much easier. Swimming is a HT/Easy skill with a default of HT-4.

Nothing. You have to buy up the skill from the default at the cost of
buying it up from that value.
