Question switch between aspect ratio

i have a (Gigabyte G34WQC A 34" Ultrawide) it is a 21:9 monitor and im a competitve player and like to play on 16:9 with black bars so it gives me the feeling i play on a 1920x1080 monitor is there any program or something to switch between aspect ratio?

i have been using HRC – HotKey Resolution Changer but it gets little blury its not clear like its stretched or something.

you don't want to stretched nor having black bar but want a different ratio.
unless the monitor support the different resolution. get a different monitor

i do like having black bars, but the hrc program makes my graphics blurry, some games they have a option to change aspect ratio in there settings

You can change output scaling using your video card's control panel. For example, in NVIDIA's control panel it's this option:

(though switch "Perform scaling on" to "GPU")
