Question Switching from HDD to SSD and files aren't showing up

I just installed Win 10 Pro on a 2TB SSD (C: ), plus added a new 3TB SATA HDD. I installed Steam and Epic Games to the new 3TB (D: ) While trying to move my steam library from the old HD (E: ) that's almost full to D: I couldn't access any of the files that used to be in my steam library before the upgrade while booted into the SSD. They're still there if I reboot back to the old drive which still has it's OS on it. Same with Epic Games and some files I created from the E: install that were to help me point to other files I wanted to move to new drives.

Is this normal when flipping between the same OS intalled on 2 drives in the same computer? Would I be better off yanking the E drive out of the machine and putting it in a USB to SATA transfer device?

I'm guessing this is the best section to put this post.

I tried to. On the new OS, there was nothing to move because it didn't have any games registered as being installed, even when I tried pointing Steam to the old E: drive.

I even tried booting into the old OS drive and moving the games through it to the new E:\Games drive but when I rebooted back onto the SSD OS, there wasn't anything there except a System Volume Information folder.

I should probably mention that I don't use the Program Files to install Steam but instead it was originally on C:\Games\Steam
