Can a synology ds923+ handle transcoding 4k content to a single device?

Or just one device of any sort?

I am not sure about where transcoding fits in here - what are you trying to do?

What are the requirements: speed, resolution, etc...

On a device that would require transcoding (old) or possibly a phone.
4k transcoding - this would involve installing a a plex server on the DiskStation that would force the synology to transcode server side. The issue i have is that the 923+ is a ryzen cpu without a graphics component. Can this handle transcoding for a single stream that can’t handle client side transcoding or direct play the 4k content.

DiskStation being a file storage platform I am not at all sure about being able to run and install a plex server.

Much less using that to transcode and stream 4k content.
